What "Affordable" Really Means for an Overwater Bungalow
The overwater bungalow (a private room on stilts above clear, warm water, often with a glass floor panel and a ladder straight into the sea) has become the most aspirational room type in travel. It is also famously expensive: overwater villas at the big-name resorts in Bora Bora and the Maldives routinely cost $2,000 a night or more.
Here is the honest version. Overwater rooms under $500 a night do exist, but the ones in this guide are small, simple lodges in Panama. Mid-range Maldives resorts are the next step up once you add transfers, meals and taxes. And several properties that appear on "affordable overwater" lists, including the Sandals villas in Jamaica and St. Lucia, Mexico's palafitos and Fiji's Likuliku, usually cost well over $1,000 a night. Prices below are published rates or typical ranges for 2026; they swing widely by season, so check before you plan around them.
Azul Paradise, Bocas del Toro, Panama: From About $375 a Night
The Property
Azul Paradise sits on Isla Bastimentos in Panama's Bocas del Toro archipelago, reached by boat from Bocas Town on Isla Colón. It is a small resort with a handful of over-the-water bungalows facing the Caribbean, plus beachfront and jungle units, and it runs on solar power.
What You Get
According to the resort's published rates, Caribbean View King overwater bungalows start at $375 a night, the larger Deluxe King bungalows (about 850 square feet, set apart from the others for privacy) at $475, and a two-story overwater bungalow for up to six guests at $499. Each has a private bathroom, a deck with a hammock over the water, and free Wi-Fi. Meals are extra unless you book an all-inclusive package.
What You Don't Get
Round-the-clock air conditioning: because the resort runs on solar power, air conditioning in the bungalows is limited to nighttime hours (roughly 8 p.m. to the morning). There is no glass floor, butler service or big-resort infrastructure. The resort's website noted in 2026 that it is under new management, so confirm your dates directly before booking flights.
Getting There
Fly from Panama City to Bocas del Toro airport (BOC) on Isla Colón. The resort runs one scheduled boat a day from its own dock in Bocas Town (3 p.m., about 35 minutes); private boat transfers at other times start at $199.
Coral Lodge, Santa Isabel, Panama: Roughly $350 to $450 a Night, Meals Included
The Property
Coral Lodge sits on Escribano Bay on Panama's Caribbean coast in Colón province, at the western edge of Guna Yala and the San Blas Islands. It has six overwater bungalows, air-conditioned, and the lodge says it runs on solar power with rainwater collection. It is also covered in our guide to eco-friendly beach resorts.
What You Get
Published rates run roughly $350 a night for two in low season to around $430 in high season, and include three meals a day, kayaks and snorkel gear. You can swim and snorkel from the bungalow decks, and boat trips to the San Blas islands are the main excursion.
What You Don't Get
Easy access. The lodge is about 2.5 hours by road from Panama City to Miramar, then a 30 to 45 minute boat ride. There is no town nearby, so you eat where you sleep.
Meeru Maldives Resort Island: The Cheaper Way Into a Maldives Water Villa
The Property
Meeru sits in North Malé Atoll, a 55-minute speedboat ride from Velana International Airport, so no seaplane or domestic flight is needed. It is one of the larger resorts in the Maldives, with 282 rooms across nine categories, and that scale is what keeps its prices below those of boutique islands.
What You Get
Several overwater categories, including Jacuzzi Water Villas with a private deck and direct water access, plus an optional "All Inclusive Plus" meal plan. Water villas here usually sell for several hundred dollars a night in the low season (roughly May to November), rising in the December to April peak, which is far less than the $2,000-plus luxury tier.
What You Don't Get
Exclusivity. Meeru is a large resort with a package-holiday feel: buffets, organized activities and plenty of other guests. If you want a quiet island with a dozen villas, this isn't it.
Avani+ Fares Maldives Resort, Baa Atoll
The Property
Avani+ Fares is one of the newer resorts in Baa Atoll, run by Minor Hotels under its upper-midscale Avani brand and priced below the atoll's luxury resorts. Baa Atoll is a UNESCO Biosphere Reserve, and Hanifaru Bay's manta ray gatherings (roughly May to November) are within boat range.
What You Get and Don't Get
Beach and overwater villas, several restaurants and a dive center, with room-only rates that let you choose a meal plan. The catch is the transfer: the resort arranges seaplane transfers from Malé, which add substantially to the cost of each stay and must be priced in from the start.
The True Cost of the Maldives
Whatever the nightly rate, Maldives resort bills add a service charge and tourism goods and services tax (together more than a quarter on top), a per-person nightly green tax, meals if they are not included (and on a resort island there is nowhere else to eat), and the transfer from Malé. Speedboat resorts like Meeru keep that last item low; seaplane resorts do not. If the overwater room is not essential, the guesthouses on local islands are far cheaper.
Cheaper Than Bora Bora, but Not Cheap
These properties often appear on "affordable" lists because they cost less than the most famous overwater resorts. In practice they usually run well over $1,000 a night.
El Dorado Maroma, Riviera Maya, Mexico
El Dorado Maroma, an adults-only, all-inclusive resort on the Riviera Maya south of Cancún, added overwater "palafitos" in the mid-2010s, billed as Mexico's first overwater bungalows. They sit over shallow water off the beach with a sandy bottom, so expect clear water rather than a coral reef under the glass. Rates are all-inclusive and typically run above $1,000 a night for two; package deals that bundle flights can bring the effective price down. It is the closest overwater stay for most US travelers, a short flight to Cancún, but US citizens flying to Mexico need a valid passport book, according to U.S. Customs and Border Protection.
Sandals, Jamaica and St. Lucia
Sandals has over-the-water villas at Sandals Royal Caribbean in Montego Bay, Sandals South Coast in Whitehouse, Jamaica, and Sandals Grande St. Lucian on the Rodney Bay causeway in St. Lucia. All three resorts are couples-only and all-inclusive, and the villas come with butler service, glass floor panels and a hammock over the water. They are among the most expensive room categories Sandals sells, typically several times the price of a standard room and well over $1,000 a night. The water underneath is a calm, shallow bay rather than open reef.
Likuliku Lagoon Resort, Fiji
Likuliku, on Malolo Island in the Mamanuca Islands, opened in 2007 with Fiji's first overwater bures, built with thatched roofs and traditional Fijian materials. It is adults-only and small, and its overwater bures generally cost well over $1,000 a night. (Fiji Marriott Resort Momi Bay, on the main island, also has overwater bures.) Transfers are by boat from Port Denarau or by seaplane or helicopter from Nadi.
How to Decide
Lowest Price
Panama. Azul Paradise and Coral Lodge are the only overwater stays in this guide under $500 a night, and Coral Lodge includes meals. Flights from the US to Panama City are frequent, and neither requires a seaplane.
The Maldives Without the Luxury Price
Meeru, because the speedboat transfer is cheap and the resort is big enough to price water villas in the mid-range. Budget for meals, taxes and the transfer on top of the room rate.
All-Inclusive, Closest to the US
El Dorado Maroma in Mexico, or Sandals in Jamaica and St. Lucia. Expect to pay well over $1,000 a night, though food and drinks are included. Compare more options in our guide to the best overwater bungalow resorts.
Frequently Asked Questions
What is the cheapest overwater bungalow?
Among the properties in this guide, the cheapest confirmed overwater rooms are in Panama. Azul Paradise in Bocas del Toro publishes overwater bungalow rates from $375 a night, and Coral Lodge near the San Blas Islands runs roughly $350 to $430 a night for two with three meals included. Both are simple lodges rather than luxury resorts.
Can you get an overwater bungalow for under $500 a night?
Yes, but the options are limited. The two confirmed in this guide are Azul Paradise and Coral Lodge in Panama. Mid-range Maldives resorts such as Meeru sell water villas for several hundred dollars a night in low season, but meals, taxes and transfers push the real cost higher. Sandals, El Dorado Maroma and Likuliku usually cost well over $1,000 a night.
Are Maldives overwater bungalows affordable?
More affordable than they used to be, at large mid-range resorts. Meeru in North Malé Atoll is a 55-minute speedboat ride from the airport, which avoids seaplane costs. Budget for a service charge and tourism tax that together add more than a quarter to the bill, a nightly green tax, meals, and the transfer.
Does Mexico have overwater bungalows?
Yes. El Dorado Maroma on the Riviera Maya added overwater palafitos in the mid-2010s, billed as Mexico's first. They sit over shallow, sandy water off the beach, and the all-inclusive rate typically runs above $1,000 a night for two.
How much does a Sandals overwater bungalow cost?
Sandals' over-the-water villas in Jamaica and St. Lucia are among its most expensive rooms, typically several times the price of a standard room and well over $1,000 a night. Rates include butler service, food, drinks and most activities.
What is the closest overwater bungalow to the United States?
El Dorado Maroma near Cancún, Mexico is the closest for most US travelers, a short flight from Houston, Dallas or Miami. US citizens flying to Mexico need a valid passport book. Coral Lodge and Azul Paradise in Panama are farther but much cheaper.
